Preventing Energy Exploitation | | - Launched a vigorous fight against a cartel of energy generators who were
gouging California consumers. Energy costs soared from $7 billion in 1999 to an estimated $55 billion in 2001. - Filed a class action taxpayer lawsuit against five out-of-state energy
generators, alleging that they conspired to manipulate and monopolize California’s electricity market to “extract” unlawful profits. - Sponsored legislation that would allow for the criminal prosecution of
corporations that engage in energy market manipulation. - Ordered the State Lands Commission to reduce the retail price for natural gas
in Long Beach to reflect the reasonable market value of natural gas purchased for consumption in the Los Angeles Basin. - Provided leadership in the effort to conserve energy by appearing in statewide Public
Service Announcements and sponsoring legislation, such as SB 5 - Sher, which allocates $1 billion to state agencies to supplement existing energy-saving programs and initiate new programs.
